此句用来引出令人惊奇或激动的事。

I’m not sure if that is a good idea.

be sure肯定式的时候，后面的从句通常用that引导，that也可以省略；

     否定式的时候，则用if/whether或者其它疑问词作为引导词来引导。

e.g. I’m sure (that) you can do it!

   I’m not sure if/whether he will come.

   I’m not sure when the movie will begin.
